The actual bursting of the balloon is considered one cutdown device, so your second device must be a control system, be it on a timer, or controlled on the ground.

I could not afford the equipment needed to produce the second cut-down, though it seems to serve more as a redundancy so as to prevent you from losing it to uncontrollable heights or jet streams.
